Autorotating notifications during high volume

Due to telegram's ratelimiting technology, occasional bursts of notifications can end up flooding their servers. Consequently, this puts a rate limit on your client from further receiving notifications until the throttle cools down

To combat this, we have introduced a backup bot auto rotator technology.

The backup bot will be used to receive notifications when your main bot is ratelimited.
